There was held a meeting on the discussion of forthcoming duties and the works realized in 2019 in the Registration and Notary General Department.
Speaking on the activity directions of the General Department, the chief of the General Department Ilgar Mammadov gave detailed information on the innovations in this field, including innovative solutions, by sounding statistic indications increasing on registration operations and notarial acts.
It was informed that, during the reporting period, registration of non-profit organizations increased by 19.5%, the number of registered press releases increased by 17.9%, and the number of data posted to the “Individual electron window” Electron Information System increased by 21.5%.
As a manifestation of sustained economic growth as a result of measures taken by the President of the Republic of Azerbaijan, the increase in civilian circulation has also contributed to the expansion of notary services that facilitate the execution of property rights. So, compared to 2018, the number of notarial acts increased by 21.2%.
In addition, at the conference held in the General Department by presence of the representatives of Azerbaijan Banks Association and banks in 01.11.2019 as part of the measures taken by the Ministry of Justice on execution of the commissions of the head of state given at the economic meeting held in September 2019 for increase of the role of banks in crediting of economy, there was given information about the measures taken on consideration and realization of offers sounded by the banks.
It was noted that as a result of automation of the notary's executive record, which allowed the banks to exercise their lender rights more easily out of court, more than 10,000 applications were directed to electronic execution.
According to the legislative initiative of the President of the Republic of Azerbaijan, the importance of 14.2% reduction of controls in the reporting period in accordance with the requirements of the Law "On termination of inspections in the field of entrepreneurship" was stressed in continuous improvement of business and investment environment in the country.
The World Bank report on business environment and international rankings also provides information on a number of legislative and practical measures that can help ensure the efficiency of property rights registration under the "property registration" indicator.
It was also reported that the amount of tax levied by a notary as a tax agent on real estate alienation increased by 6.3% to 53 million manats.
It was noted that the services provided by the ASAN service centers accounted for a significant portion of the documentation issued by these centers, increasing 15.9% of the registration proceeds and 32.3% of the notary operations.
It was also informed about the selection of relevant personnel and provision of the necessary technical communication and information resources for the organization of justice services in Shamakhi, Tovuz and Kurdamir ASAN service centers in 2019.
Establishment of new opportunities for more efficient organization of notaries, definition of notary procedures that take into account the population's demand for remote services, institutional changes to the Notary Law on the initiative of the Head of State, establishing the legal basis for the widespread use of electronic notaries in the digitalization process were evaluated as the new development stage of Azerbaijani notary.
As one of these innovations, the Organization Committee was formed in the Ministry of Justice with relate to establishment of the Azerbaijan Notary Chamber, which aims to improve the professional skills of the notaries and develop international cooperation in the notary sector and on July 8, 2019, the constituent assembly of the Chamber was held with the participation of the Vice-Minister of Justice Mr. Togrul Musayev.
Information was given about the measures taken in the social field of the General Department and it was noted that, the number of single payments to the family members of the military servants died for the sake of territorial integrity of the Republic of Azerbaijan, the inheritance certificates issued on operative provision of poor families with grants and the appeals sent to the Ministry of Social Protection of Population was totally 141 613.
The importance of psychology services organized by the registry offices as part of socially-oriented interventions and cooperation with the non-governmental organizations for the preservation of family institution and marriage breakdowns was also highlighted. Thus, 36% of people who use this service have changed their ideas of divorcing.
The number of operations and issuance of documents on state registration of civil status acts, provision of individuals with Individual Identification Number on issuance of new generation ID cards was about half a million.
At the same time, in order to achieve the goal of full birth registration as outlined in the Sustainable Development Goals, in line with the mission of the ministry, about 3,000 and half births were conducted directly in maternity homes, as well as the registration of child births were supported in remote areas.
There was emphasized the importance of the e-justice kiosk, installed at the Heydar Aliyev airport, which aims to provide access to justice services, “Mobile
Notary” program established for mobile devices, a mobile notary portfolio used within this program, and a mobile power of attorney services used by population on a professional holiday of justice officials in ensuring citizens’ satisfaction. Those who could not come to the notary offices were also informed about the use of special mobile bags, equipped with modern equipment and direct access to the "Notary's" information system to benefit from notary services without leaving work or residence.
It was reported that the number of users of e-services made up by the General Department exceeded 1.5 million, and the number of users who downloaded mobile phones exceeded 30,000.
It is no coincidence that international seminars held in Baku to explore innovative solutions in the service sector have already become a tradition.
Legal education of the population has played an important role in the work of the General department. Totally 1,200 promotional and awareness-raising activities have been undertaken in this area by staff of the General Department and local agencies.
At the same time, some measures are planned to improve the legislation in 2019. Thus, amendments were made to 9 normative legal acts, 2 normative legal acts were approved by the decision of the Board of the Ministry of Justice, offers for amendments to 18 normative legal acts were prepared and presented to relative authorities on the basis of the projects drafted by the General Department for the purpose of execution of State Program on Development of Justice of Azerbaijan for 2019-2023, the Decree of the President of the Republic of Azerbaijan "On Deepening Reforms in the Judicial-Legal System" and Work Plan of the Ministry of Justice.
At the same time, in order to improve the professional skills of local registration and notary staff, training was conducted on various topics throughout the year, and the employees working in subsidiary positions were evaluated. This event is expected to be continued this year too.
At the end of the event, there were given instructions for a more responsible approach to the forthcoming tasks, compliance with executive discipline, as well as on increase of initiative efforts for more efficient work organization.
