The Centre for Analysis of Economic Reforms and Communication held a presentation on the theme of “Innovations applied in the field of purchase of real estates”.
AZERTAC informs that, the event was organized by the working group “Property registration” of the Commission on Business Environment and International Ratings. For the purpose of enlightenment of entrepreneurship subjects on the reforms made for real estate purchase, the presentations on the themes “Simplification of accessibility and provision of operability as a result of automation of notarial services”, “Reforms made in the field of registration property rights” were held for the public unions, business associations, including legal and consulting companies.
Analyst of the Centre Narmin Kazimli spoke about the establishment of more operative and effective opportunities on property registration for the citizens in accordance with the Decree of the President Ilham Aliyev “On making amendments to the Law of the Republic of Azerbaijan “About real estate state registration”: “As a result of reforms in this area, according to the World Bank's Doing Business 2020 report, Azerbaijan is in the top 20 most reformed countries and has created a more favorable environment for entrepreneurs in four areas. Property registration can also be noted as one of those areas”.
Deputy chief of the General Department of Registration and Notary Mehman Soltanov, chief of the Department of Information and Communications Technologies Agha-karim Samadzada and the head of the Supervising-analytical working group of the general department Leyla Barkhudarzada informed that, 14 information systems operated by the ministry, integration services with information systems of more than 20 government agencies, including real estate transactions on the basis of “one-stop-shop” principle, irrespective of the place of location, are realized by support of the notary. The various documents required for the approval of the contract are obtained by a notary in real time via information systems.
As a result of implemented reforms, including integration of information systems, digitation of documents, and collection of data in an electronic
database, the procedures for acquiring real estate have been significantly simplified and the time period has been minimized.
In addition, the document of property right is now available electronically. Even an extract from the state registry of real estate can be received anytime and anywhere by a text message from a mobile phone.
Another innovation in this area is the possibility of formalizing a contract for those who are unable to apply to the notary office due to health, working condition or any other reason by inviting a notary with a mobile bag with access to all information systems. The equipment in this bag allows mobile services to be provided without time constraints. In addition, it is possible to check the authenticity of the document using the QR code contained in the document.
Elshad Mammadov, the deputy chief of the Real Estate State Registry Service, said that, there is a "Real Estate Calculator" to learn about the fees and public duty related to the registration of the real estate. In addition, the time spent in the registration of property has been reduced by the issuance of extracts up to 1 working day. Extracts are made in 1, 3, 7 and 10 business days, when the person seeking the official registration of the property applies appropriately.
E. Mammadov added that, with the commissioning of the Real Estate Services, registration services will be provided to citizens in a more efficient manner, in accordance with international standards.
At the same time, access to the functional registration services has been enhanced. On average, up to 1,000 citizens use various operations throughout the day.
