There was held a multilateral meeting on "Social reintegration of prisoners, reduction of repetitive offenses after release - cooperation with probation and relative organizations" in Strasbourg by organization of the Council of Europe’s Directorate General for Human Rights and Superiority of Law.

The chief of the Electron Monitoring Sector of the Probation Service of the Ministry of Justice – Elmin Hasanov participated in the event, which was attended by representatives of more than 20 member states of the Council of Europe and senior officials of the organization.

The Council of Europe's standards on social reintegration of prisoners, prison regimes, rules of conduct, reintegration programs for various categories of prisoners, public support for conditional early release - cooperation with probation and related bodies, detection, prevention and combating of radicalization, the issues of social reintegration of minor convicts, role of the staff in this area were discussed at the meeting.

Speakers emphasized the importance of involving prisoners in the useful labour while they are in prison and under probation control, as well as their involvement in profession during execution of public punishment, as well as considering the European Penitentiary Rules and the Council of Europe's "Rules of Probation" in dealing with prisoners.

At the same time, the effectiveness of execution of alternative punishments in the community and the role of electron monitoring in the prevention of new crimes during the period of serving a sentence was highlighted.

Within the framework of the event, there were held working meetings of representatives of the participating States with the Program Advisor of the Directorate General for Human Rights and Superiority of Law of the Council of Europe.

At the meetings there was given information on progressive judicial-legal reforms realized and innovations applied in Azerbaijan, and the exclusive importance of the President’s Order on 10.02.2017 “On improvement of penitentiary activity, humanization of punishment policy, enlargement of application of alternative punishment measures not related isolation from community and procedural compulsion measures” and the Decree on 03.04.2019 “On deepening of the reforms in the judicial-legal system” was emphasized at the meetings. The organization of activity of the Probation Service in our country, the use of electronic surveillance tools in the execution of alternative punishments for

imprisonment were highlighted and they showed interest in Azerbaijan's experience in this field.
