The Decree of the President of the country on humanization of the punishment policy dated February 10, 2017 has made major changes to the criminal legislation and new alternative type of punishment for deprivation of liberty has been identified, including a number of actions were decriminalized.
In addition, probation service was established in the Ministry of Justice for the effective execution of alternative punishments for imprisonment, and electronic controls are widely used in the execution of those punishments.
Taking into account the social importance of the probation activities, the Ministry regularly conducts awareness-raising activities, including a special television program. Positive experience gained in this area in a short time is studied by other countries, as well as representatives of a number of foreign embassies in Azerbaijan have familiarized themselves with the electronic monitoring service of the Probation Service.
Within the framework of the implementation of the State Program for the Development of Justice of Azerbaijan for 2019-2023, regular meetings on justice and judicial innovations are held with the participation of civil society institutions, mass media, senior students, and high school students and “open door” days are organized.
The next such meeting was held with the professor-teacher staff and students of the Law Faculty of Baku State University on the activities of Probation Service, a new legal institution.
The event was attended by Deputy Chief of the Probation Service of the Ministry Musa Humbatov and Senior Advisor of the Electronic Monitoring Department Navai Alizadeh.
At the meeting, which was held on the days of celebration of the 100th anniversary of Baku State University, the students were informed about the importance and essence of the probation institute, the works done in this field, the mechanisms of execution of alternative punishments for imprisonment, duties of the probation officers, professional training, activity directions of Probation service, organization of execution of punishment in the type of public cases, innovations in this field, etc.
At the same time, with the visual demonstration of electronic controls, it was told about the purpose of the equipment and the experience of its application.
The activities of the Probation Service, as well as the use of electronic bangles were greeted with interest by the participants, useful exchange of ideas was made to clarify the questions of the professor-teacher staff and students.
At the meeting, the University's staff was made congratulations and wished successes on the occasion of remarkable anniversary, law students were invited to voluntary activity in the judiciary, which is widespread by the challenge of the President.
